Army Secretary John M. McHugh has ordered a complete review of safety procedures at the nine Defense Department laboratories that handle potentially lethal agents and toxins. The review is an official response to a report of anthrax contamination in areas outside a primary containment area at Dugway Proving Ground, Utah. No employees were exposed or harmed, the Army said. Labs were given 10 days from Sept. 3, the day McHugh ordered the review, to report their findings
