With mere days remaining in fiscal year 2016, Defense Secretary Ash Carter urged the Senate Armed Services Committee to pass the Obama administration’s defense-spending request for 2017. “The lack of … stability represents one of the single-biggest risks to our enterprise at DoD [the Defense Department],” Carter said. “Such budget instability undercuts stable planning, the efficient use of taxpayer dollars … in ways taxpayers can’t even see,” he said. He called the lack of a budget “managerially and strategically unsound” and “unfair” to troops, their families, and the civilian workforce. He also urged lawmakers to dispense with sequestration, the policy enacted in 2013 that limits federal spending.
