The U.S., Indian, Japanese and Australian navies plan to conduct joint exercises in Pacific Ocean waters near the Philippines. “By being ambitious, India, Japan, Australia, and the United States – and so many other like-minded nations – can aspire to operate anywhere on the high seas and the air space above them,” Adm. Harry Harris, the chief of U.S. Pacific Command, said during a New Delhi speech March 4. Bloomberg Business news service reported March 2 that the drills would take place in waters of the North China Sea, near the area where China has expanded its military presence.
