Reporters Without Borders, an international journalists’ advocacy group, is urging the Defense Department to revise the official policy that classifies members of the press as “unprivileged belligerents.” The sections of the U.S. Department of Defense Law of War Manual that outline the description could be interpreted in a manner that would allow U.S. combatants to treat reporters who produce stories on operations as enemies and possible spies. The Pentagon’s policy “leaves too much room for interpretation, putting journalists in a dangerous position,” the organization stated in an Aug. 11 letter to Defense Secretary Ash Carter.
