The Islamic State knows that it faces certain defeat in Syria and Iraq and is altering its strategy accordingly, President Obama said Aug. 4 after a meeting of the National Security Council at the White House. With the impending losses of Mosul in Iraq and Raqqa in Syria, the terrorist group is shifting its focus toward “high-profile terrorist attacks, including the United States,” Obama said. The change poses specific challenges, he said, because of the difficulty in targeting single actors who are planning attacks. Ultimate victory will hinge upon diplomatic as well as military courses of action, and include Islamic nations and Russia as part of any solution.
