President Obama issued an executive order July 1, outlining criteria for drone strikes. The directive requires that more training and equipment should be put to use in order to reduce the number of civilians who are killed during the strikes. It also calls for acknowledgement when civilians are killed or hurt, and payments to injured civilians and survivors of those who die in such attacks. Obama issued the order concurrently with the release of statistics that showed 2,581 civilians died during U.S. drone attacks between January 2009 and December 2015.
