The House Oversight and Government Reform Committee has approved bills including:

HR-3019, to allow exceptions to the “lowest price technically acceptable” criterion in acquisition for certain IT and other knowledge-based professional services where the government would benefit from overall higher value by selecting another bidder.

HR-3071, to require that agencies consider rental of equipment rather than purchases during cost effectiveness analyses.

HR-3221, to require that any new public agency websites be accessible through mobile devices.

Meanwhile, the Senate has joined the House in passing HR-624, which prohibits federal agencies from including any individual’s Social Security account number on any document sent by mail unless the agency head determines that such inclusion is necessary. Agency CFOs would set standards for when such inclusion is necessary.
