GAO’s recommendations for the new administration and Congress in the federal workplace management realm point to unresolved recommendations of past reports in areas including:

Classification. It says OPM “should use prior studies and lessons learned from demonstration projects and alternative systems to examine ways to make the GS system’s design and implementation more consistent with the attributes of a modern, effective classification system. To the extent warranted, develop a legislative proposal for congressional consideration.”

Responsiveness. To create a human capital system that is more responsive to managing priorities and future workforce needs, OPM should assure that “government-wide initiatives are coordinated, decision makers have all relevant information, and there is greater continuity in the human capital community for key reforms.”

Integration. Agency leadership, managers and HR practitioners need “a clear, logical way to integrate human capital management with broader human capital planning and agency strategic planning.”

Training. OPM “should establish interim milestones for meeting with agencies in order to address training data deficiencies and to establish well-defined timeframes for improving the reliability of the data in its enterprise human resources integration database.”
