Federal Manager's Daily Report

The Office of Personnel Management has reissued a memo for

the heads of executive departments and agencies about the

return of civilian employees activated for military service,

which says returnees should be given five days of uncharged

leave.

The memo includes guidance that states employees are to be

treated as though they had never left regarding their

eligibility for promotion, severance pay and other benefits.

Returned employees are also protected from reductions in

force.
