The Office of Management and Budget has released the first round of 2003 agency inventories under the Federal Activities Inventory Reform Act of 1998, of many thousands of jobs it considers to be not inherently governmental in nature, and potentially slated for competition.

The jobs listed include those that are deemed inherently governmental in nature as well, and those listed as non-governmental can still be appealed for review at a higher agency level, according to a notice in the November 21 Federal Register on pages 65744-65745.

For example, according to DOT, which listed about 2,500 jobs as commercial in the Federal Aviation Administration, those interested in challenging a particular designation have 30 days from the date the inventory in question was announced in the Federal Register, and should submit the challenge in writing and specify the agency component, sequence number, function, reason code and location of the activities being challenged.
