OMB has issued guidance to agencies on tracking spending for disaster relief or emergency requirements related to last year’s hurricanes in the southeast and wildfires in California, a topic of concern previously raised by the CFO Council.

Memo M-18-8 said that in conjunction with the Treasury Department, OMB is assigning a “disaster emergency fund code” based on the public law number and a set of domain values to track funding at a detailed level. Categories include salaries and expenses, loan programs, major construction projects, and disaster relief funds, among others.

“Agencies should not limit the reporting to any one specific event and should report all funding that is designated as disaster or emergency for each public law, regardless of what it is used for,” OMB said.
