The Office of Personnel Management has appointed George
Nesterczuk as OPM’s senior advisor to the Director of the
Department of Defense, increasing OPM’s role in developing
DoD’s National Security Personnel System, and coming after
congressional criticism that OPM has not done enough.
Nesterczuk, former staff director of the House Civil
Service Subcommittee with an M.S. in astrophysics, will work
directly with the DoD NSPS Director and the Office of
Management and Budget and be assisted by technical experts
familiar with merit system principles, prohibited personnel
practices and details of the legislation, according to OPM.
At a recent hearing, several members of the House civil
service panel urged OPM to become more involved in the
drafting of the DoD personnel system.
