OPM guidance on partial government shutdowns addresses several work scheduling issues that may arise. These include:

A furloughed employee may not volunteer to do his or her job on a voluntary, unpaid status. Nor may such an employee substitute annual or other paid leave or time off in order to remain in pay status.

Furloughed employees who were scheduled for training during the shutdown time must be placed in a furlough status and ordered not to attend the scheduled training.

Excepted employees who meet the conditions for overtime pay, Sunday premium pay, night pay, availability pay and other premium payments are entitled to accumulate such pay during the funding lapse.

Agencies are to delay the payment of awards and within-grade raises that would have come due during the shutdown period until its end.
