Contributions to the annual Combined Federal Campaign declined again last year, OPM has said, to just above $193 million, down from $209 million in 2013. CFC giving has decreased each year since 2009, when $282 million was donated, as has the number of contributors. The average donation increased slightly over 2013 from $322 to $340, however. The totals include civilian and military personnel combined. Declines have been attributed to factors including frozen federal salary rates in 2011-2013 followed by only 1 percent raises in 2014 and 2015, the 2013 furloughs, and the ease of making donations to charities directly rather than through a workplace campaign. For the 2014 drive, OPM began allowing donations to local charities outside an employee’s own region. Several more substantial changes have been in planning for several years and are slated to take effect with this fall’s drive.
