The Office of Personnel Management and Department of Homeland Security recently concluded an “interchange agreement” authorizing the excepted service employees of the Transportation Security Administration to be appointed in the competitive civil service. TSA employees must be currently serving under permanent excepted appointments or have been involuntarily separated without cause during the previous year to be eligible. Employees must also have served continuously for at least one year on permanent excepted appointments with TSA. Qualification requirements and selection procedures mirror other existing interchange agreements. The agreement will expire after January 31, 2008.
