The Merit Systems Protection Board has started to send out its “merit principles survey,” one of the largest regular surveys of federal employees, going to more than 17,000 employees randomly chosen from 23 agencies. Topics of the survey include reasons people stay on or leave their jobs, the quality of the work force, job satisfaction and fair treatment, as well as productivity, training needs, performance management and other issues. MSPB has done a similar survey every few years since 1983 and uses the data to track the health of the civil service system over time. Participation is voluntary and individual responses are kept confidential.
