The House version of the annual DoD authorization bill would require that department to begin a new career development program “for highly qualified, competitively selected civilian employees to increase the pool of experienced civilian employees qualified to serve as program managers for major defense acquisition programs.”

A summary of HR-2810 from the Armed Services Committee says that “a focus on career development and incentive structures for program managers would increase the number of personnel ready and willing to successfully manage MDAPs, thereby increasing the professionalization and tenure of personnel in these critical positions. The new career development program would include selection criteria for personnel in the program, necessary human capital flexibilities, and structured training and career paths.”

The measure also would require an independent study of personnel policies and incentives needed to attract, retain, and hold accountable civilian and military program managers for the largest and most complex acquisition programs.
