As announced earlier, the General Services Administration has changed the cycle for setting per diem rates for federal travelers to a fiscal year basis, publishing new rates to be effective October 1. Overall, 30 percent of the rates increased, 43 percent stayed the same and 27 percent decreased in comparison with the rates in effect to date this year. The decreases in some markets, and the relatively small increases in many cities where rates rose, generally are attributed to new construction of hotels and motels, with a dampening effect on prices. For locations not specified, the standard lodging rate remains $55 and the standard meals and incidentals expenses rate remains $30.
