OPM Clarifies FEHB Eligibility

OPM has clarified policies on how temporary, seasonal and intermittent employees can become eligible for FEHB under policies first set two years ago.

Those rules had extended eligibility to include temporary, seasonal, and intermittent employees who are expected to work at least 130 hours in a calendar month for at least 90 days. The new guidance states that those who became eligible under those rules but who did not enroll in FEHB coverage at that opportunity “now have the option of enrolling in FEHB when their employment status changes (e.g. from temporary to fulltime). This change is a qualifying life event for employees,” a notice to agencies said.

“OPM considers a change from temporary, seasonal or intermittent to full-time to be a change in employment status” that allows for new enrollment or changes in existing enrollment, the notice said.
