President Clinton next week will release the last budget proposal during his term in office, one that is expected to recommend a raise in the 3.5 to 3.7 percent range for federal employees in January 2001. The budget also is expected to repeat the administration’s call to create a long-term care policy for employees and retirees, to once again ask that a Defense Department base closings process be started and to continue the administration’s program of contracting out federal jobs, along with other government “reinvention” efforts.
