OPM has sent guidance to agencies regarding several special pay authorities that were extended by a recently enacted defense budget law, affecting employees assigned overseas to areas of military operations. These include authority to grant allowances and other payments to employees assigned to areas of combat that are comparable to what foreign service employees receive; and a waiver of pay limitations so that total compensation, including various types of pay incentives, can exceed normal limits and can be as high as $237,700. Also extended was a higher rate of overtime pay for certain Navy employees and a special allowance for employees who experience extended and frequent mobilization for active military duty as Reservists.
