The DoD program has been in development for more than six years, since the repeal of the former pay for performance-based National Security Personnel System there. Given that the DoD accounts for about a third of the non-postal federal workforce, the system already is being watched for potential application government-wide. However, any such step likely would be years away, and even once fully implemented the new appraisal system will not apply even to the entire civilian DoD workforce. Certain categories will be excluded, mainly because they already fall under appraisal systems separate from general policies. These include employees in the DoD acquisition workforce demonstration project and of the science and technology laboratory demonstration project; senior executive, senior scientific/professional and senior level employees; those hired under certain special hiring authorities; temporary employees, and non-appropriated fund employees. There are also special provisions for situations such as employees who are on detail, extended leave or military service, and those who transfer or whose supervisor changes during a cycle.
