Personnel Provisions Only Minor, So Far

The first version of the DoD measure contains only limited provisions affecting civilian employees of the department. It would increase positions available for a pilot project involving scientific and technical positions; extend special shortcut hiring authorities for certain acquisition-related jobs and for those who finish a national security education scholarship program; continue for another year the authority to waive premium pay limits for employees assigned to certain designated danger zones; and allow payment for the shipment of pets of civilian employees during evacuations from overseas posts on the same terms that apply for military personnel. However, personnel provisions often are added to the bill later in the process.
