FLTCIP Eligibility Expansion Proposal

The Federal Long-Term Care Insurance Program (FLTCIP) was created by the Long-Term Care Security Act of 2000. It covered a range of services that individuals may need if they aren’t able to care for themselves due to a chronic mental of physical condition.

The original terms of coverage were expanded by Presidential memos issued in 2009 and 2010. As a result, FLTCIP coverage is now available to federal employees, annuitants, current spouses of employees, annuitants and survivor annuitants and their adult children, parents, parents-in-law, and stepparents of living employees and their spouses, same-sex domestic partners, and members of the uniformed service who are on active duty or full-time National Guard members of the Individual Ready Reserve.

On November 13, 2014 OPM proposed to expand the terms of coverage. The change is in the definition of “qualified relative.” The proposed regulation would expand that term to cover everyone who is a domestic partner (both same-sex and opposite-sex) of employees, annuitants, members of the uniformed services, and retired members of the uniformed services. In addition, it would expand the term to include the adult children of domestic partners.

The proposed regulations were published in the Federal Register.
