Administration officials also are expected to propose soon, possibly in the context of the budget, a new definition of what type of work is “inherently governmental” and thus off-limits to contracting out under OMB Circular A-76. A review of that touchy subject has been going on since last spring; for the meantime, language in spending bills has prevented the start of new studies, and further restrictions on the program could be attempted. Also, the administration has yet to announce the results of a review it ordered last summer of agency-sponsored benefits, such as relocation benefits, that could be extended to same-sex domestic partners without the need for legislation. Bills to provide coverage to those partners under retirement and other major benefit programs have advanced through committees on both sides of the Capitol, and final versions of proposed rules affecting certain leave benefits also could be issued at any time.
