A civilian contractor for the Navy was sentenced Aug. 19 to 18 months in prison and ordered to pay nearly $225,000 in restitution and fines. Harry C. Mann, of Manns Harbor, N.C., had pleaded guilty Oct. 28 to one count of accepting illegal gratuities. Mann, 80, was working at a site on the Atlantic coast that the Navy and Marine Corps used as an air-warfare training range. According to court records, Mann requisitioned $16 million in excess government property and sold it illegally to local metal-scrap companies. He was caught when state motor-vehicle department officials noticed the equipment as it was being transported. The officials became suspicious and alerted the Navy.
