Service members and civilians who witness what they believe to be a violation of ethical standards or the law should report such conduct, either through the chain of command, or directly to their service-level inspector general, or directly to the inspector general of the Department of Defense. Service members and civilians who wish to report incidents without going through their chains of command can use the Department of Defense Hotline Program.
