Army Secretary Eric K. Fanning believes that an unwieldy procurement bureaucracy is thwarting efforts to ensure that soldiers get the equipment need in a timely manner. The Army is “not fielding capabilities as fast as we should,” Fanning said, speaking at a June 28 breakfast in Arlington, Va., held by the Association of the U.S. Army’s Institute of Land Warfare. “The military used to lead the way on a lot of technological development, Fanning said. “Now we’re slowing the private sector down. My focus is trying to clear some of that out, empower people again,” he said.
