The Navy is offering incentives to active-component second-class petty officers, in hopes of attracting them to recruiting and recruiting division commander billets.

As the Advancement-to-Position program is designed, the service will advance selectees to pay grade E-6 – petty officer first class – once they complete their required “C” (continuation) school. These sailors will receive permanent-change-of-station (PCS) orders to the duty stations for the billets in which they are selected to fill.

Applicants must fulfill several requirements, as spelled out in NAVADMIN 122/19. Among them, they must:

* Be in pay grade E-5, and in a detailing window that makes them eligible for rotation to shore duty.

* Have finished a minimum of six years’ active service by their projected rotation date.

* Scored 50 or higher on the E-6 Navy-wide advancement examination they took in March.

Initially, the program will be open to 20 recruit division commander and 10 recruiter billets. Both job types and the number of billets are expected to rise “in the coming months.”
