The Navy has issued new guidelines for sailors who believe that either post-traumatic stress disorder (PTSD) or traumatic brain injury (TBI) contributed to incidents that would lead to administrative discharges for misconduct. According to a Jan. 18 administrative message issued to all hands:

* Medical professionals – not separation authorities – should make the determination that either TBI or PTSD are contributing factors to incidents of misconduct.
* All enlisteds who seek separation in lieu of court martial, and who have been diagnosed with TBI or PTSD, must get an assessment of their conditions by mental health professionals.
