Chief of Naval Operations, Admiral Vern Clark, said last week he intends to reduce Navy strength from nearly 400,000 officers and enlisted sailors to 350,000 by the end of 2009. He expects end strength to be down to 365,900 by the end of 2005. Clark said every personnel cut of 10,000 can save up to $1.5 billion a year for buying the next generation of ships and aircraft. He also said he is retiring older ships and aircraft at an accelerated rate to cut operations and maintenance costs. “I am actively pursuing a Navy with more capability with fewer sailors,” he said.
