President Trump has appointed Steve Bannon, his primary strategist, to the National Security Council. A White House announcement indicated that Bannon would assume a leadership role — effectively placing Defense Secretary James Mattis and National Security Advisor Michael Flynn in subordinate positions. Bannon’s appointment has drawn criticism from both sides of the aisle. The former editor of ultra-conservative Breitbart News Service, he would come into the job with no national-security experience. But it remains uncertain as to whether he could assume the job immediately anyway. Some voices on Capitol Hill say the Senate must approve his appointment first.
