The 2019 defense-spending bill contains a provision that repeals the authority to prescribe a reduced flat rate per diem for service members on long-term travel. The Defense Accounting and Finance Service (DFAS) stated on its web site that as of Aug. 13, normal per diem rules apply. This means:

* Lodging receipts are required for any lodging expenses.
* Actual lodging costs cannot exceed the full locality lodging per diem rate.
* The cost of full meals and incidental expenses no longer will be reduced by 75 percent or 55 percent.
