OMB has issued guidance to agencies on goal-setting and planning and reporting requirements under a recent executive order that aims to reduce the government’s environmental impact by changing to clean energy and low carbon emissions in its buildings, vehicles and operations.

Memo M-22-06 says that OMB and the Council on Environmental Quality “will develop a performance management system that incorporates the goals and targets” of the order.

Within 90 days of such guidance, agencies are to produce their own targets for reducing greenhouse gas emissions by 65 percent by 2032 and transitioning to 100 percent carbon pollution-free electricity (CFE) in their facilities by 2030, it says.

“Agencies should pursue policies and programs that promote or enable deployment of renewable and carbon pollution-free energy, such as energy storage technology, microgrids, carbon capture utilization and storage, and carbon-free hydrogen. In addition, agencies should incorporate CFE generation and energy storage into facility design and construction wherever practicable,” it says.

The memo further provides guidance on transitioning the federal vehicle fleet to zero-emission vehicles; reducing greenhouse gas emissions from buildings, campuses, and installations; increasing energy and water efficiency; and other aspects of the order.
