Federal agencies collectively exceeded the goal of issuing at least 23 percent of contracting dollars to small businesses, the SBA has reported, at 26.5 percent in fiscal 2019—in dollar terms, just under $133 billion, up by $12 billion from the prior year.

Additionally, 2019 was only the second year since 2015 that agencies overall met the goal of 5 percent toward woman-owned small businesses, at 5.2 percent, while the 10.3 percent toward small disadvantaged businesses was more than double the 5 percent goal.


The 4.4 percent toward service-disabled veteran-owned small business also exceeded its target of 3 percent, although the 2.29 toward HUBZone (Historically Underutilized Business Zones) businesses fell short of its target of the same level.
