DHS is close to compliance with the Improper Payments Elimination and Recovery Act but still falls short because it did not meet annual reduction targets for two of the 14 relevant programs, an IG audit has concluded.

The CBP refunds and drawback program experienced an improper payment rate of just under 0.8 percent, roughly triple the target figure, while the Coast Guard’s rate in spending related to acquisition and improvement expenses and to Hurricane Sandy was just under 1.4 percent, also about triple the target.

The department concurred with recommendations that it strengthen its oversight and review procedures for IPERA risk assessments; and follow OMB requirements to comply with IPERA.
