OMB has told agencies to “relieve short-term administrative, financial management and audit requirements” for grantees in the areas affected by Hurricanes Harvey, Irma and Maria.

In a memo to CFOs and grant policy officials, OMB said that agencies are free to take actions including: flexibility with regard to submission of competing applications in response to specific announcements, as well as unsolicited applications; and no-cost extensions on awards scheduled to expire by the end of the year, to allow time for grantee assessments, the resumption of individual projects and a report on program progress and financial status to the issuing agency;

Also allowed, it said, are abbreviated continuation requests; expenditure of award funds for salaries and other project activities; waiver of prior approval requirements for re-budgeting funds; exemptions from certain procurement requirements; extensions of certain financial reporting, indirect cost rates, reports on closeouts, and submission of single audit reports; and alternatives for record retention and cost documentation.
