The latest scorecard on implementation of the Federal Information Technology Acquisition Reform Act shows overall improvement, with 11 of the CFO Act departments and agencies improving their scores and 13 remaining the same since the prior assessment in May.

The House Oversight and Government Reform Committee produces scorecards about every six months on FITARA, which assigns to agency CIOs numerous responsibilities to improve IT acquisitions and oversight.

In the latest assessment, none of the agencies had failing grades–DoD pulled up from F+ to D+–while nine shared the highest score of B+–including Energy, HHS, VA, NASA, SBA and SSA, which pulled up to that level, joining Education, GSA and NSF.

Among the areas evaluated, scores were best regarding software licensing requirements, with 18 achieving an A, although the rest–Commerce, HUD, Interior, Treasury, EPA and OPM–all received Fs.

Scores were lowest regarding modernizing technology, with just Labor getting an A and Agriculture, DHS and Labor achieving a B.
