GAO: DOD Needs Tighter Controls over USO Funding
The venerable United Services Organization, through the
Department of Defense, has been entertaining and supporting
troops for over 60 years, but one thing it hasn’t been
doing is keeping track of its expenses, the General
Accounting Office has said.
It said Congress has given about $25 million in grants
to support an endowment fund, as well as other money, but
the total monetary value of DoD’s support could not be
determined because neither DoD nor the USO has
record-keeping systems that aggregates the needed
information.
GAO recommended that DoD change program guidance and
record-keeping systems, and improve tests of internal
controls. DoD agreed with GAO’s suggestions.
