The GSA has issued a request for proposals for SmartPay 3, including purchase, travel, fleet, and integrated charge card services and related payment solutions such as virtual accounts, single-use accounts, and declining balance accounts.

The GSA contract is considered the largest of its kind in the world and provides cards to some 560 federal customer agencies and other organizations. In 2016, the cards were used more than 91 million times for a total of more than $28 billion in transactions, GSA said.

The SmartPay 2 contract expires November 28, 2018; the new contract is to carry at least three years from then, with options to extend for up to another 10 years. Vendor proposals are due March 22.
