DoD has made improvements, but still needs to expand training on procurement-related matters for some employees whose work relates to procurement – but who are not formally designated as acquisition personnel, GAO has said.

It said that DoD has provided more training to non-acquisition employees involved with developing requirements and overseeing contracts, but “has not implemented a third initiative to identify non-acquisition personnel contributing to services acquisitions more generally.”

DoD therefore “cannot determine the extent to which it is meeting their needs,” a report said.

It noted that while such employees have access to online training through the Defense Acquisition University, space for classroom training is limited and acquisition personnel make up about nine-tenths of those trained in that way.
