Many agencies need to better communicate with employees and
unions about security measures, the Office of Personnel
Management has said.
Following a meeting with chief human capital officers, it
said a number of agencies should conduct shelter-in-place
and evacuation rehearsals, and noted that many do not yet
offer telework opportunities as a response to office closings
or travel problems.
The meeting included discussion of the planning and
implementation of an employee survey required under the
National Defense Authorization Act for fiscal year 2004,
said OPM.
It said the survey is required under the act to develop a
universal set of questions that allow for cross-agency
referencing and that the survey would assess leadership
and management practices, as well as employee satisfaction
with the work environment and advancement opportunities.
Agencies may adapt the surveys to gain additional information.
The CHCO council plan for fiscal 2004 includes improving
the image of public service as a way to attract job
candidates, said OPM.
