OPM has issued a Workforce Planning Guide for “agency leaders, managers, supervisors, HR Specialists, and employees who are involved in analyzing the workforce, identifying gaps, as well as planning and implementing workforce action planning efforts.”

The guide updates the decade-old Workforce Planning Best Practices Guide and reflects input from agencies on evaluating their workforces and planning for the future, according to a memo at chcoc.gov.

It says that key elements of workforce planning include aligning strategy, organizational structure and personnel and understanding where the organization is headed; understanding the skills and competencies that will be needed; and setting strategies to acquire employees with those skills and competencies.

It adds: “Embedding workforce planning into the agency culture requires strong leadership commitment and a process engaging collaborative partners drawn from human resources, program management, budget, acquisition, technology, and other areas, building a cross-disciplinary implementation team.”

The guide describes the roles of those in a workforce planning team including C-suite leaders, subject matter experts, managers, supervisors and team leads, program officials, and the HR, EEO, budget and GC offices.

Also included are resources such as a model process for workforce planning, checklists for tracking activities, data resources, evaluation resources, and more.
