The Office of Personnel Management will issue final

regulations on the new presidential management fellows

program and the senior presidential management fellows

program by the end of May, OPM has announced.


It said the programs provide individuals with enhanced

earnings potential and improved access to executive-level

jobs, while giving government a powerful recruitment and

retention tool.


Speaking at a meeting of the chief human capital officers

council, director Kay Coles James said the rules would

address pay provisions in recognition of fast-track

promotion of senior fellows to the senior executive

service through non-competitive placement.


The regulations also will permit the payment of recruitment

bonuses and the repayment of student loans, said OPM.


It said James emphasized at the meeting the availability

of higher entry-level salaries for candidates with advanced

degrees who are accepted into the PMF program, and

incentives for mid-career private sector employees who move

into the senior PMF program, such as fast track promotions

and high general schedule salaries.
