The U.S. Postal Service took top ranking among federal agencies that were the subject of a recent Gallup poll, with 72 percent saying the agency does a good or excellent job—despite a year of continued financial trouble.

The CDC was down 10 points from the similar poll a year ago, which the Gallup organization attributed to concerns about how the CDC has been responding to the Ebola virus threat. But the IRS rose 14 points despite suffering through another year of scandal involving the handling of applications for tax-exempt status by organizations.

Following the USPS—which was not included in the 2013 poll—the FBI had a 58 percent rating of excellent or good, the CDC and NASA 50 percent, and the CIA 49 percent.

In contrast, the VA’s scandals of 2014 put it at the bottom of the list at 29 percent; it also was not included in the 2013 poll. The Federal Reserve Board stood at 38 percent and the IRS at 41 percent.
