The scorecard evaluates records on meeting goals—separately for both prime contracts and subcontracts—that in 2021 included granting 23 percent of contracts to small businesses, 5 percent to women-owned small businesses, 5 percent to small disadvantaged businesses, 3 percent to service-disabled veteran owned businesses, and 3 percent to HUBZone small businesses.
