Federal Manager's Daily Report

Senate Governmental Affairs Committee Chairman Susan Collins

ended the eighth and final hearing on U.S. Postal Service

reform and stated her intention to introduce bi-partisan

reform legislation by the end of the month.

Her legislation will reflect the 35 recommendations of the

Presidential Commission on Postal Reform in support of basic

features of universal service such as affordable rates,

frequent delivery, and convenient community access to retail

postal services.

The Postal Service is at risk of demise because it relies

on mail volume growth to cover the costs of an expanding

delivery network and is not aligned with 21st century

realities, the General Accounting Office said in an earlier

report.
