The Education Department and GSA scored an A+ on the latest Federal Information Technology Acquisition Reform Act scorecard from the House Oversight and Reform Committee, while AID received an A—the first time since those ratings began four years ago that any agency has received one of those scores.

AID had received an A- on the two semi-annual scorecards of 2017 but neither of the other two had ever received a score higher than a B+. They were among the nine agencies whose scores improved while four decreased—Labor, State, NRC and SSA—while the other 11 that are included in the ratings held steady.

State and NRC scored the lowest, D-, down from C- in the previous rating.

By category, the highest ratings of were for software licensing, where all agencies scored an A except for Commerce, EPA and OPM, which scored Fs. Grades also were on the high end for agency CIO authority enhancements and transparency and risk management, portfolio review, and data center optimization, while they were mixed for modernizing technology and lowest overall—two Fs and nine Ds and just one A, for NSF—for Federal Information Security Management Act compliance.
