USPS has postponed a requirement that all letter and flat automation mailings be Full-Service Intelligent Mail barcode (IMb) compliant to obtain discounts to 2015, the postal IG has said.

According to a blog post, the Postal Regulatory Commission ruled that the mandate constituted a price increase that would have busted an inflation-based price cap. It said that while some larger mailers have been compliant for months, and have taken advantage of tracking service performance, identifying bottlenecks and coordinating follow-up marketing efforts, that numerous smaller mailers were not ready.

By some accounts concerns were growing that the Postal Service’s systems were not yet ready to take on the expected increase in IMb data either.
