The VA has set up a portal for annuitants to return to employment without the usual offset between salary and benefits, as recently authorized by OPM.
The department is especially interested in retired physicians, nurses, pharmacists, laboratory technicians, respiratory therapists and other medical professionals for work in direct patient care, telehealth or the national call center.
VA’s offset authority lasts for one year; OPM recently invited other agencies to apply for that authority as well, and also granted authority to use excepted service hiring for response-related positions.
Meanwhile, OPM canceled its annual “human capital reviews” for this year—they had been scheduled to begin this month—in order to “give agency leadership more time to focus on issues related to COVID-19 . . . We will continue our work with agencies to achieve the federal government’s mission and the President’s Management Agenda,” it told agencies.
Those reviews involve agency leadership and officials from OPM’s policy, oversight and products and services branches to review progress toward goals in the PMA and agency-specific human capital operating plans.
